There was drama at City Hall today after a section of Nairobi County MCAs roughed up Education CEC Lucia Mulwa and finance chief Halkano waqo.
The two were briefly held under siege by the MCAs who demanded to know why the county government of Nairobi has NOT disbursed bursary money to schools.
Before the sergeant could intervene Halkano at some point was pushed slapped and forced to address the media on why they have disbursed the funds.
This forced his counterpart Ms Mulwa to run away and locking herself up in another room under the table for sometime before resurfacing after the members have left.
She was then escorted to the executive by the sergeants at arm together with her security officer who had accompanied her to the committee.
‘‘Where is our bursary, talk to the press we will remove you from this office we want that money .. why are you people stealing bursaries?’’ The MCAs shouted.
Both Mulwa and Halkano were appearing before Education Committee chaired by Ziwani MCA Millicent Mugadi for grilling.
In the committee it was also revealed that more sh. 100 million bursary funds that was released last year had not been accounted for .
Dandora Four MCA Francis Otieno for example received shillings 3.2 million for the last year’s disbursement but according to the documents Dandora Four was given 3.5 a difference that shows massive discrepancies.
‘‘I want Halkano to tell us if they can actually account for the 100 Million that the controller of budget is asking, if not then can you tell Nairobians that you as an executive has failed …say it to the media.’’ Lamented Otieno.
Cec Mulwa told the committee that they are still engaging the controller of budget to ensure they secure the release of the funds.
