Nairobi County Assembly Acting Speaker Chege Mwaura has directed the Powers and Privilege Committee to investigate yesterday’s incident where two members of the education department were roughed up by section a of the Members of the County Assembly .
Speaking in the assembly chambers Chege says the move was against parliamentary actions and that the MCAs ought to have used other means to express their frustrations but not violence.
”I want to direct powers and privileges committee to investigate this matter and give a report to the house within 14 days…we are honourable members and we must carry ourselves with decorum.” Chege said.
Meanwhile 90% of MCAs who spoke about the scuffle defended the MCAs saying they were acting out on frustrations.
”Mr. Speaker you must know that we are dealing with rogue executive how can someone tell me that they are not sure when the bursaries will be ready, yet they cant not even provide the controller of budget with documents on how they spent first disbursement..my ward did not receive 700k how do you expect me to explain that?” Hon Oyugi of High Rise stated.
Chief officer for Finance Halkano Waqo who accompanied the education executive has already written to the speaker to excuse him from attending subsequent meetings at the assembly citing threats and insecurity at the assembly premises following yesterday’s skirmishes.
